Seawall repair in Cape Canaveral
Check the permit jurisdiction and construction access first. City property, port property and open Banana River frontage need different questions answered before a repair is priced.

A Cape Canaveral mailing address does not identify every approval authority. The city has its own Building Division and BS&A portal; Canaveral Port Authority operates a separate Building Department. On the western waterfront, local public-facility records also show that lagoon waves can cause serious shoreline damage. Start with the parcel boundary, the water-facing exposure and the route equipment would use to reach the wall.

Price the access before scheduling the work
If a contractor proposes bringing equipment through Port Canaveral, ask for the complete route to your property. Canaveral Lock connects the port's west turning basin and Banana River. USACE lists normal operating hours of 6 a.m. to 9:30 p.m.; confirm current conditions with the lock at 321-783-5421 before mobilization. A route on a map does not confirm vessel clearance or permission to stage. Canaverallock
Put the alternative access plan in the estimate. Port guidance identifies weather and port conditions that can close the lock. Delayed access can change equipment scheduling even when the work site itself remains reachable from land. Severe Weather Awareness
Banana River frontage: assess the actual exposure
USACE documented Irma damage to the wastewater facility's seawall in 2017 and approximately 1,300 feet of subsequent shoreline hardening in 2018. Its 2024 notice describes continuing erosion along another boundary. Ask how wind direction, open-water exposure, wall ends and the ground behind your own structure affect the proposed repair. The public facility's dimensions are not specifications for a residence. The city's resilience plan also records Dorian wave action at Banana River Park's coquina seawall. That nearby example helps frame an exposure discussion; it does not tell you the design load or failure risk at your parcel. Cocc Ced Sustain Resilient Cc Action Plan20210621.Pdf
Keep public facilities and private work separate
Near the wastewater facility, parks or other public shoreline, request the ownership and access boundary before including an adjoining wall segment in your contract. Identify shared-looking outlets and transitions on the survey. A public erosion study does not authorize private construction or establish that a government project will repair your wall. Beachfront work begins with the dune
For Atlantic-facing property, include vegetation, excavation and equipment crossings in the initial discussion. Cape Canaveral's beach guidance explains that CCCL vegetation controls and other requirements can apply even where limited maintenance is exempt. Avoid treating dune clearing as incidental preparation for the wall. Cocc Beach Management Guideline Packet Final 20230424.Pdf
Compare delivery assumptions as well as wall prices
One bidder prices land delivery; another plans to use Canaveral Lock. Ask what permissions, operating limits, weather contingencies and restoration each amount includes. The same wall length does not make these access assumptions equal.
What could the work cost?
Separate land or water access, engineering, demolition, structural repair, shoreline treatment, drainage and restoration in the proposal. Ask what happens to mobilization charges after a weather closure. Use a current city or port fee calculation for the actual scope. Public shoreline lengths and government project budgets do not establish a residential per-foot repair price.
Published contractor estimates for early planning. Each price keeps its original area and scope; your written quote confirms the full cost.

| Starting point | What to resolve | Prepare and look up |
|---|---|---|
City of Cape Canaveral Building Division | City building permits, plan review and inspection coordination through BS&A. | Parcel, survey and complete scope. Permit Technician: 321-868-1220 extension 130; permits@capecanaveral.gov. |
Canaveral Port Authority Building Department | Permitting for port property through the authority's Citizenserve service. | Confirm port jurisdiction and the relevant property or lease before choosing the permit application route. |
DEP and applicable federal reviewers | Environmental, submerged-land and coastal approvals for the proposed activity. | Show alignment, fill, habitat and access. For CCCL guidance, call DEP at 850-245-8570. |
Resolve these four items before accepting a quote
A useful proposal explains the work, access, approvals and evidence you will receive when the job is finished.
Confirm who permits the parcel
Distinguish city property from port property. Give the relevant office the address and parcel identifier before selecting an application.
Agree on the complete scope
Identify wall, fill, dock, vegetation and drainage changes together. City approval is conditioned on obtaining other applicable state and federal permits.
Confirm the equipment route
Identify lock use, staging permission, site access and weather contingencies. Check current notices before booking waterborne delivery.
Keep revisions and final approval
Use the city's revision process for approved-plan changes. Retain inspection closeout records and the final drawings with the property file.
Prepare your Cape Canaveral seawall project
Record the visible damage, shoreline exposure, property boundary and proposed equipment route before discussing repair options.

Cape Canaveral project questions
Can a small repair skip the city permit process?
Price alone does not decide. Cape Canaveral's small-project exemption criteria exclude structural work and properties in Special Flood Hazard Areas. Ask the Building Division how your specific seawall scope is classified before relying on a low contract value.
Can I use an ocean tide table to assess my lagoon wall?
Do not use it as a substitute for site measurements. USACE describes the lock's operation in relation to both harbor tides and Banana River water levels. Record the conditions at your wall and let the designer establish the relevant elevations and datum.
Will the city handle a project on port property?
Do not assume so. Canaveral Port Authority runs its own Building Department and permit portal. Confirm the property's jurisdiction and any lease or access conditions, then coordinate the full marine scope with the responsible reviewers.
Keep planning
