Ask what the injection is intended to do
A proposal may describe filling a confirmed void, controlling leakage or bonding a crack. Those objectives are not interchangeable. USACE’s grouting guidance ties material choice to the application; Reclamation distinguishes leakage treatment from structural repair.
For your canal wall, request the location of the defect, the investigation supporting it and a measurable completion standard. “Stabilization” on its own is not a complete scope.

What result is the proposal promising?
| Intended result | Make the scope specific | What remains to check |
|---|---|---|
Leak control | Name the unwanted water path and the proposed completion check. | A drier joint does not by itself show that concealed support is sound. |
Void treatment | Identify the confirmed area, material allowance and how work is recorded. | Material quantity alone does not show why the soil disappeared. |
Structural repair | Ask the designer which component and load path the method addresses. | The word foam is not a structural specification. |
Understand the method without guessing at the result
- Retained soil
- Documented void, if confirmed
- Existing wall
- Canal water
The dashed arrow represents a possible soil-loss path that requires diagnosis. Preserve the drainage route specified by the designer. Conceptual section only: the cause, extent and suitable treatment must be established on site. Filling a void does not itself verify the wall’s structural condition.
Ask the installer to name the product, the placement method and the condition it is designed for. Polyurethane formulations vary. Expansion, flexibility and performance should be supported for the intended use, not inferred from the word foam.
Keep the intended water path working
Brevard’s shoreline review addresses stormwater, and its marine plot-plan requirements include drainage features. An injection scope should identify which flow path is unwanted and which outlet must remain functional.
If settlement follows rain, ask whether roof runoff, yard grading or a damaged drain contributes to it. Filling a void does not itself answer that question. Compare the drainage assessment questions.

Which problems need a separate evaluation?
- A wall that is leaning, sliding or separating from its returns.
- Deteriorated concrete, exposed reinforcing steel or a displaced cap.
- Unknown anchor condition or loss of support beneath the wall.
- Repeated settlement after a prior treatment.
Ask who evaluates the retained structure before accepting an injection-only proposal. A filled space is not proof of restored structural capacity.
What belongs in the product and containment plan?
| Question | Evidence to request |
|---|---|
Which material? | Product name, technical data, safety data and the intended application. |
Which exposure? | Suitability for the documented groundwater or brackish-water conditions. |
How is it controlled? | Placement limits, monitoring, containment and a stop-work response for escaped material. |
How is success checked? | Completion observations, quantity records and a follow-up plan. |
Does injection avoid the permit question?
Do not infer an exemption from a low price or a small treatment area. Describe the full scope to the responsible building and environmental offices. Cape Canaveral’s small-project process excludes structural work and Special Flood Hazard Area property, among other conditions.
Florida’s qualifying shoreline-repair exemptions have conditions and do not remove every other approval. Use the permit guide to separate those questions.
Compare the allowance, not just the first number
Separate investigation, access, containment, material quantity, drainage work and restoration. Ask how additional material is priced and who approves an overrun. Keep the product record with the final invoice so a future owner knows what was installed.
Use your written prices in the budget planner. No local injection rate is assumed here.
