Start with the authorized layout
Gather dock dimensions, slip or lift details, utility locations and prior plans. Brevard’s marine plot-plan requirements include projected property lines, waterway width and the maximum proposed projection into the waterway.
Record what exists before asking for a like-for-like price. An old photograph does not establish the authorized footprint.
Ask for a separate line for each connection
- Wall: identify the bulkhead segment and what stays in place.
- Dock: identify piles, framing, decking and walkway connections affected by the work.
- Lift: state whether removal, storage, reinstallation or adjustment is included.
- Utilities: identify who handles electrical and water disconnection, protection and return to service.
- Access: show the route people can use while sections are closed.
- Approval: ask whether the dock portion qualifies for DEP self-certification and which other approvals still apply.
DEP offers self-certification for qualifying single-family dock projects. Use the official eligibility process for the dock scope; this is not blanket permission for a seawall, marina or expansion.

Which connections will the wall work disturb?
- Piles, dock framing or utilities attached to or crossing the wall.
- Lift clearances and temporary removal needed for access.
- Electrical or water services requiring a separate qualified trade.
- Walkway access and the interface with the new cap or return.
- Restoration and inspection responsibilities after marine work.
What changes when slips or facilities expand?
Brevard’s Manatee Protection Plan is used in review of new or expanded boat facilities. FWC publishes county manatee-zone maps, including combined state and federal areas. Include the proposed boat use and marine access in the review discussion.
A shoreline repair permit does not automatically approve more slips, a larger dock or every waterborne construction route.
Check the actual delivery route
Canaveral Lock links the Banana River and the port basin. Normal hours, severe-weather closure rules and current notices are operational inputs—not a guarantee that your contractor’s barge can use the route.
Use the Cape Canaveral guide for port-versus-city permitting and the marina guide for operating constraints.

What records should come back to the owner?
Keep final approved plans, inspection results and the scope of any retained components. Cocoa Beach identifies required inspections at issuance and requires final signoff. Save the final record alongside the seawall file so later repairs do not start from an incomplete picture.
