Seawall repair in Port St. John
Port St. John’s Indian River frontage needs a different brief from an inland pond or drainage canal. Identify the water body, the parcel jurisdiction and the cause of the damage before asking for a seawall price.

The county’s Port St. John Boat Ramp sits on the Indian River near Fay Boulevard and US 1. It is a useful reference for the local waterfront, but it is not a contractor staging site by default. For local review, start with Brevard Planning and Development. The Port St. John dependent special-district board advises on planning requests; it is not a separate municipal building department.

Separate exposed frontage from inland drainage
For an Indian River property, photograph the wall ends, shoreline transitions, dock connections and the land behind the wall. Ask what the assessor can establish from that visit and whether additional investigation is needed. A tidy cap does not answer questions about concealed components or the ground supporting the yard.
The local storm record includes walls and docks
Brevard’s capital plan described replacement of three docks, a seawall, parking and a bulkhead at Port St. John Boat Ramp after Hurricanes Matthew and Irma. The following budget message records the repairs as completed in FY2018–2019. This is a local example of connected waterfront damage, not evidence about the present condition of a private wall. When comparing repairs, ask whether the proposal covers the full damaged system or only the most visible surface. Keep dock piles, utilities and adjoining wall transitions in the same assessment file, even when separate specialists will handle them.
Confirm the waterway before choosing a permit checklist
Brevard’s Residential Marine page describes work in manmade waterways, including canals and drainage easements. Do not assume that description settles the route for a natural Indian River shoreline. Give staff the address, water body and complete proposed scope. Brevard County Residential Marine Construction Permit Application
FDACS identifies the Indian River between SR 528 and SR 405 as its Body C shellfish-management area. Ask the reviewer which water classification and environmental conditions apply at the project location; that designation does not establish a permit exemption. Canaveral Groves: start with the drainage function
For nearby inland properties, describe the actual pond, ditch, canal or retaining-wall problem. A documented Canaveral Groves easement vacation shows why recorded drainage rights matter. Do not fill, block or redesign a drainage feature on the assumption that it is private yard space. Brevard County Commission Minutes, August 22, 2023: Canaveral Groves easement vacation
Which edge are you planning to change?
Indian River frontage
Start with the parcel’s shoreline classification, existing structure and county marine-review route.
Inland drainage feature
Identify the drainage purpose, ownership and easements before treating the bank as a private lagoon seawall.

What could the work cost?
Separate wall work from dock repair, water access, drainage controls and upland restoration. Ask how the proposal handles temporary protection and any hidden conditions. Historical public repair budgets are not a sound per-foot estimate for a residential property.
Published contractor estimates for early planning. Each price keeps its original area and scope; your written quote confirms the full cost.

| Starting point | What to resolve | Prepare and look up |
|---|---|---|
Brevard Planning and Development | Confirm parcel jurisdiction and the correct marine application. | Parcel ID, address, water body and scope. (321) 633-2069. |
Brevard environmental review | Determine shoreline, runoff and vegetation requirements for the location. | Existing shoreline, proposed alignment, outlets and impacted vegetation. |
Brevard marine permit review | Confirm required survey and construction documents for the selected category. | Ask whether the listed 180-day survey requirement applies to this application. |
Prepare one complete riverfront brief
Bring the actual parcel and proposed work to each agency conversation.
Identify the shoreline and owner
Mark property corners, wall ends, drainage easements and any public connection on the survey. Confirm county jurisdiction before using a neighboring city’s requirements.
Resolve commercial access
The public ramp has two lanes and listed parking for 40 cars and trailers. That does not authorize construction staging. Have the contractor obtain any required launch and access permissions.
Include runoff in the design discussion
Brevard’s environmental page calls for capture of one inch of runoff with lagoon shoreline work. Ask the reviewer how the requirement applies and who prepares the calculations.
Prepare your Port St. John project file
Combine the survey, water-body name, safe photos and any old drawings before discussing repair options.

Port St. John project questions
Does Port St. John have its own seawall permit office?
Start with Brevard Planning and Development and confirm the parcel. The dependent special-district board has a planning advisory role; it is not a municipal building-permit desk. Use the complete address and parcel ID when asking about jurisdiction.
Can the contractor use the public boat ramp?
The ramp provides public Indian River access, but its amenity listing does not authorize commercial staging. The contractor should confirm permitted use, equipment handling, parking and any separate access arrangements before including that route in a bid.
Does the county canal checklist cover every Indian River wall?
Do not assume so. Brevard’s Residential Marine page expressly describes manmade waterways. Ask staff which application and environmental reviews apply to the natural shoreline and whether its survey requirements carry over to your scope.
