Brevard Marina Seawall & Bulkhead Planning
A marina repair has to account for the shoreline and the working facility. Define the authorized layout and the operations that must continue before comparing construction approaches.
Separate repair from facility expansion
Inventory slips, docks, bulkheads, lifts, utilities and the current authorizations. Brevard’s Manatee Protection Plan is used in review of new or expanded boat facilities; adding capacity is a different question from repairing an existing wall.
Describe any proposed footprint, use or capacity change explicitly. Do not assume it is covered because the proposal also contains repair work.
Give every construction phase an operating checklist
- Name who approves slip closures and notifies affected boaters.
- Identify who isolates utilities and confirms when they may be used again.
- Agree how fueling, waste handling and spill response remain available or are suspended.
- State how crews protect habitat, contain debris and keep access routes usable.
- Define who receives daily changes and who checks the site before an area reopens.
DEP’s voluntary Clean Marina guidance is a useful operational reference for spills, waste, habitat and emergency preparation. It does not replace the project’s permits or assign the facility a designation.
Does the Port Authority or the city review the parcel?
Canaveral Port Authority operates its own Building Department and Citizenserve process. A Port Canaveral mailing address should not automatically be sent through the City of Cape Canaveral application.
Keep local, state, federal and submerged-land questions in an approval register, with the responsible agency and conditions for each.

Confirm the construction-vessel route
Canaveral Lock connects the Banana River and the port’s west turning basin. USACE publishes normal hours and the lock contact, while severe-weather guidance identifies closure conditions. Ask the contractor to verify the proposed vessel, timing and current notices.
FWC’s county maps include state and federal manatee zones. Sykes Creek has a year-round slow-speed refuge; a schedule must account for the actual route rather than a straight-line distance.

What must remain operational?
| Operation | Resolve before mobilization |
|---|---|
Slips and navigation | Temporary closures, marked access and customer notice. |
Power and water | Isolation, qualified trade work and restoration. |
Fuel or service areas | Access restrictions and protection requirements for the actual facility. |
Public routes | Accessible circulation and emergency access. |
Shoreline work | Temporary support, debris containment and inspection hold points. |
Keep the finished layout and conditions together
Require approved revisions, final inspections, surveyed or certified records where required and an operations handover. Label retained structure and remaining maintenance responsibilities.
The budget should include access and business-continuity measures as well as the wall. Use the scope-based planner with the facility’s written prices.
