Confirm the parcel before choosing the portal
Brevard County provides building review outside municipal boundaries. A Cocoa or Rockledge mailing address does not settle whether a city or the county reviews the property. Confirm the parcel in the relevant official boundary system.
Use the area guides for city-specific paths and neighborhood context. Port Canaveral also has its own Building Department; do not route a port property to the City of Cape Canaveral by name alone.

Which county document answers your question?
| Document | What it helps establish |
|---|---|
Property review | An early map-based screen for possible environmental constraints; it is not a site inspection. |
Ordinance interpretation | A written explanation of how county environmental regulations apply to a property or proposal. |
Permit and approved plans | The authorization and conditions for the particular work reviewed. |
An interpretation does not settle another agency’s approvals or protect a project from later rule changes. Tell NRM which question you need answered so you request the right service.

For a residential canal, start with the marine checklist
The county’s Residential Marine Construction page covers installing or replacing docks, seawalls and lifts in manmade waterways. It requests a survey prepared within 180 days and plans showing waterway width, projected property lines, drainage and native vegetation.
BASS handles the application and inspection workflow for registered contractors. Building Permits is listed at 321-633-2187. Ask staff whether repair-only work follows the same category.
For a natural lagoon edge, resolve the shoreline approach
County code distinguishes natural lagoon frontage from canal restoration. New vertical bulkheads are generally restricted on the listed natural waters; replacement and habitat conditions depend on the existing structure and setting. Ask NRM to apply the current provision to your parcel.
A neighboring vertical wall does not, by itself, establish that the same design is allowed for yours. Provide photographs, the survey, existing permit records and a description of the shoreline on both sides.

Treat yard drainage as part of the shoreline project
NRM’s environmental guidance addresses shoreline work in the Indian River Lagoon system, including canals, and capture of one inch of stormwater runoff. Ask the designer how the applicable requirement is met without directing water onto a neighbor or blocking an existing outlet.
The surface-water application requests drainage arrows, vegetation, erosion controls and a cross-section. NRM’s public contact is 321-633-2016.

A permit does not create property rights
The county seawall and dock affidavit leaves title responsibility with the applicant. Verify ownership, easements and authorized access separately from permit review. This matters when a dock, wall return or drainage feature crosses an assumed boundary.
A county desktop property review is a screening service, not a field inspection or guaranteed approval. Ask which unresolved items need a surveyor, engineer or property adviser.

Separate the fees and completion records
The published marine schedule includes multiple review components. A separate surface-water permit may or may not apply; ask NRM rather than adding every listed fee. The fee comparison keeps these categories separate.
Keep the approved stormwater plan, as-built requirements and final inspection record. The surface-water application describes continuing maintenance of the approved stormwater system.
