When is a targeted repair worth evaluating?
A defined defect with a supportable repair method can justify retaining sound components. Ask what was inspected, why the retained parts are suitable and how the repair connects to them. Surface appearance alone cannot establish concealed condition.
| Component | Question |
|---|---|
Cap or concrete | Is the defect local, and what is the condition of the reinforcing steel? |
Joint or soil loss | What is the leakage path and how will drainage be preserved? |
Anchors and connections | What evidence supports retaining or replacing them? |
Toe and embedment | What is known about support below the visible wall? |
Three situations, three different questions
These examples show which unanswered question can change the decision. They are not assessments of a particular property.
Damage appears limited to one cap section
Ask whether the adjoining concrete, reinforcement and supporting wall were evaluated. A defined local repair may be worth pricing when the professional can explain why the rest can stay.
The same ground depression keeps returning
Ask what investigation will locate the loss path and assess concealed support. Comparing a refill price with a full replacement price skips the missing diagnosis.
You also want a higher waterfront edge
Ask whether retained components, yard drainage and neighboring transitions can support the change. Compare a designed repair alternative with a designed replacement alternative.

When should replacement be priced as an option?
Ask for a replacement alternative when the professional cannot support the remaining structure, when multiple connected components need work, or when the required change cannot be achieved with a defined repair. The proposal should explain its reasoning, not rely only on age.
On natural Indian River Lagoon frontage, Brevard’s code treats bulkhead replacement differently from residential-canal restoration. The shoreline alternative and habitat conditions can affect the scope before a contractor selects the new wall system.

Compare the same complete project
- Retained structure and the evidence supporting it.
- Design, permit path and survey requirements.
- Access through the yard or by water, including docks and utilities.
- Drainage, backfill, returns and transitions to neighboring walls.
- Removal, restoration, inspections and final documentation.
Ask each bidder to identify exclusions and uncertainty. The cost guide separates these allowances from a quoted wall rate.
Let the shoreline determine the review questions
A Sykes Creek canal, an open Indian River edge and Cocoa Beach oceanfront are different settings. Confirm the parcel jurisdiction, shoreline type and any habitat or coastal-construction review before treating one project as a model for another.

- Cocoa: city boundary, outfalls and riverfront records

Three questions before you choose
What remains after the repair? Ask for the retained components and unresolved risks in writing.
What would change the price? Agree how concealed conditions are documented and authorized.
What proves closeout? Require the approved final inspections and any required as-built or certification documents.

Questions that often come next
Can a new cap settle the whole repair question?
A cap repair defines only part of the scope. Ask what was established about the supporting wall, connections and drainage, and which parts remain unexamined. Compare the written findings with the components each proposal retains.
What if two professionals recommend different methods?
Ask each to identify the finding that drives the recommendation and the evidence supporting it. Separate disagreements about condition from different preferences about materials. A further investigation can be more useful than comparing two prices built on different assumptions.
