Resolve alignment and property limits first
Show the existing and proposed wall on the survey. Brevard’s affidavit leaves title responsibility with the applicant; a permit does not create ownership or access rights.
A state repair exemption has location conditions and does not itself authorize every waterward change. Ask the reviewing offices to apply the complete scope, including retained wall, backfill, returns and habitat work.
What should be settled before the old wall is disturbed?
- Confirm the design
Approved alignment, retained structure, tie-ins and drainage are identified.
- Confirm the permissions
The contractor identifies required authorizations and access rights for the full scope.
- Confirm temporary conditions
Ask how excavation, adjacent structures, utilities and exposed shoreline are protected during each stage.
- Confirm inspection points
Ask which concealed work must be inspected or documented before it is covered.
- Confirm handover
List required final signoffs, records, restored surfaces and maintenance information.

Compare systems against a design brief
- Ask why the proposed concrete, vinyl, composite, steel or hybrid system fits the site.
- Identify loads, exposure, embedment, anchors and connection details to be designed.
- Clarify whether the old wall is removed, retained or modified.
- Ask what inspections and records will verify concealed work.
Material labels do not establish service life or structural suitability for one property. Request the designer’s reasoning.
Natural lagoon replacement can change the approach
Brevard’s natural-water code connects bulkhead replacement to existing functionality and reinforced rock habitat conditions. A nearby canal replacement is not necessarily a model for open Indian River or Banana River frontage.
Review living and hybrid shoreline options early enough for the design to change if needed.

Plan access and transitions before demolition
Draw the equipment route, dock or lift conflicts, temporary protection and yard restoration. Confirm permission for every neighboring or public access area. For waterborne delivery, check actual vessel dimensions and current bridge or lock restrictions.
Compare the complete budget rather than a wall-only rate.

Keep a record of the wall that was built
Collect approved revisions, final inspection reports, any required as-built survey and material or warranty documents. A future buyer needs to understand what was actually installed, not just the original proposal.

Where does the replacement scope stop?
Walk through the work on a marked plan. A price for the new wall can still leave the owner arranging dock alterations, irrigation repairs or restoration of the equipment route.
- Mark the exact start and end of the wall, including returns and tie-ins.
- Name structures and utilities that remain, move temporarily or are replaced.
- Identify who restores paving, drainage, landscaping and access after construction.
- Ask who resolves a concealed condition and approves its added cost before work continues.
