Brevard Seawall Guidance for Real Estate Agents
Give the technical professionals a precise handoff: parcel, waterbody, available records, the client’s question and the relevant transaction timing.
Use a location brief that avoids the wrong office
Cocoa’s boundary guidance warns that an address outside the city map may belong to unincorporated Brevard or another municipality. Confirm jurisdiction before asking a client to search a portal.
Record whether the property faces a canal, natural lagoon edge or ocean. That distinction can affect the repair options and review path.

Use a precise referral question
The client is buying a Cocoa riverfront parcel. The file contains a wall repair permit, but the final record has not been found. The home inspection notes settlement beside the dock. Please identify the appropriate assessment scope, records still needed and when a written report could be available.
Include: parcel and jurisdiction, client permission to share records, specific observed concern, unresolved document, the client’s actual decision date.
This is an example request, not an inspection finding or a promise of availability.

Ask for the report’s scope and limits
- Which wall, dock or lift components are included?
- Are underwater areas or concealed supports inspected?
- What further investigation is recommended?
- What findings support the proposed repair or replacement?
- When can the client receive a written report and any separate quote?
Avoid converting a visual observation into a safety certification or promised remaining service life.
Resolve gaps through the source office
Cocoa’s online permit records start after March 1, 2021; Titusville directs pre-2012 requests to its Building Department. Keep unanswered record requests visible in the transaction file.
The records guide gives a concise request list. A missing online result does not establish unpermitted work.

Keep a repair estimate distinct from a negotiation number
A contractor’s quote should identify the measured scope, access, permits and exclusions. A suggested credit is a transaction decision for the parties and their advisers.
Use the scope checklist to help clients compare like-for-like work. Do not substitute a city project’s budget for the property’s estimate.
Make the final handoff easy to audit
Send the client the source records, dates, report, estimates and remaining questions with permission. Identify who is responsible for the next call. A referral does not replace the client’s professional-selection decision.
DBPR recommends checking both the construction business and its qualifier when verifying a contractor.
