Oceanfront Seawalls, Beaches & Dunes in Brevard

By Brevard SeawallUpdated: 2026-10-26

An oceanfront lot needs a different conversation from a Banana River canal. Start with the beach, dune and coastal-construction limits before choosing an armoring design.

What does the coastal program review?

DEP’s Coastal Construction Control Line program regulates activities that can damage beaches or dunes, increase erosion or affect public access. Its assistance contact is 850-245-8570. Ask which state review applies to the property and proposed work.

A city permit and state coastal authorization are separate questions. Cape Canaveral’s application specifically directs oceanfront applicants to check the CCCL.

Does a shoreline repair exemption cover the beach?

Florida’s qualifying restoration provision expressly preserves Chapter 161 coastal permitting. Do not apply a canal-wall exemption summary to an oceanfront project without resolving that separate requirement.

Describe temporary protection, demolition, access, excavation, vegetation and permanent work as one coordinated scope.

After storm damage, separate the two decisions

Immediate protection

Keep people away from damaged edges. Document conditions from safe ground and ask DEP and the local building office which urgent measures are authorized for this location.

Permanent work

Have the wall, dune impacts, access and final design reviewed together. An authorization for temporary protection does not settle the permanent project.

DEP’s CCCL emergency page links current storm information and assistance at 850-245-2094 or 850-245-8570. Confirm the applicable order, activity, location, dates and conditions; an old storm order is not permission for today’s work.

Do not clear the dune to prepare access

Cocoa Beach publishes dune trimming and restoration resources. Cape Canaveral’s beach guidance also discusses vegetation seaward of the CCCL. Ask which vegetation and access restrictions apply before mobilizing equipment.

Existing paths and apparent open sand do not establish construction access rights.

Use the right fee class and design assumptions

DEP’s individual CCCL fee worksheet was revised April 10, 2025. Confirm the applicable activity and current worksheet with the program; an armoring fee is not a municipal canal-wall fee.

Ask the designer to explain exposure, beach and dune interactions, structural assumptions and neighboring transitions. This website does not provide a required oceanfront wall height.

Keep the local city file alongside the state file

Use Cocoa Beach Development Services or Cape Canaveral Building + Permits for the city process. For property outside a city, confirm the county route by parcel. Keep every approval and its conditions together.

Keep one coastal project file

  1. Locate the property

Use a current survey to identify the relevant coastal lines and proposed footprint.

  2. Retrieve earlier approvals

Gather local and coastal permits, approved drawings, revisions and dated photographs.

  3. Describe the whole project

Separate temporary and permanent work, including equipment crossings, excavation and vegetation.

  4. Confirm the applications

Ask both offices which forms and supporting documents apply. DEP lists emergency application form 73-303 separately from ordinary applications.

  5. Plan the closeout

Keep issued approvals and conditions together. Name who provides the final records each authority requires.

Questions that often come next

Can a lagoon repair example guide an oceanfront estimate?

Use it only to frame questions. Beach, dune, access and coastal-review conditions need their own scope. A proposal should identify those decisions before its wall-only figure is compared with another project.

Does temporary approval cover the eventual wall?

Do not assume so. Read the authorized activity, location, expiration and conditions. Ask DEP and the local office what separate review applies to the permanent repair and what records will close the temporary authorization.
