Mangroves & Seawall Planning in Brevard

By Brevard SeawallUpdated: 2026-10-26

Identify the vegetation and habitat before the equipment route is chosen. Trimming, removal, shoreline construction and access can raise different approval questions.

Trimming is not the same as removal

DEP’s mangrove guidance explains that qualifying trimming exemptions do not generally authorize removal. Ask about the exact species, proposed alteration and the work that depends on it.

Do not clear mangroves to expose an old wall before the assessment. Give the professional photographs and existing records so access can be planned with the reviewing agencies.

DEP mangrove frequently asked questions

What exactly needs to change?

Different activities need different questions
SituationUseful next step
Branches need trimming
Describe the species, height and intended cut. Ask which trimming route applies.
Mangroves are growing into the wall
DEP identifies a specific maintenance/repair alteration exemption. Send the district a description and photos before relying on it.
Equipment needs a clear corridor
Include proposed clearing in the full project. A trimming exemption is not general permission to clear access.

That wall-related provision is narrower than a general right to remove shoreline vegetation. Describe what the plant is doing to the structure and what work you propose.

Where does the aquatic preserve matter?

DEP identifies Newfound Harbor and Sykes Creek within the approximately 30,000-acre Banana River Aquatic Preserve. The plan places its northern boundary at SR 528 and describes Sykes Creek coverage north to Hall Road.

Use the legal or surveyed boundary for a parcel-specific decision. A regional map on this site is an orientation aid, not a preserve determination.

Keep managed land out of assumed staging areas

Thousand Islands has an adopted conservation management plan. Pine Island includes mangrove swamps, freshwater wetlands and saltmarsh. Nearby managed land can affect the access discussion without becoming part of a private owner’s worksite.

Ask who owns each proposed staging, anchoring and disposal area. Put permissions and environmental controls into the bid scope.

Can habitat measures be part of the replacement?

Brevard’s natural shoreline code addresses reinforced rock habitat in specified bulkhead situations. Convair Cove provides a local public example of combining a living shoreline with an existing seawall and upland runoff treatment.

Ask whether a planted, rock or hybrid approach fits this site. The living-shoreline guide separates those questions from an automatic recommendation.

Send a photo packet that can get an answer

  • Property address and parcel identifier.
  • A wide view showing the vegetation, wall and water.
  • Closer photographs of the contact point or visible damage, taken from safe ground.
  • A marked sketch showing the intended work and equipment route.

For Brevard, start with DEP Central District at 407-897-4100 or DEP_CD@FloridaDEP.gov. Ask which program should review the proposal.

This is a preparation checklist, not an agency application form. Keep the response with the contractor’s scope so the work does not expand beyond what was discussed.

Questions that often come next

Can I clear a path before the wall inspection?

Have the vegetation and access proposal reviewed first. Give the assessor safe photographs and existing plans so the visit can be arranged without assuming that protected vegetation may be removed.

What if mangroves are growing into the seawall?

DEP identifies a specific maintenance or repair situation in its mangrove FAQ. Send the district a description and photographs before relying on that provision. It is different from clearing a general equipment corridor or removing unrelated shoreline vegetation.
