Seawall repair in Cocoa
A Cocoa mailing address does not settle who reviews your seawall. Start with the parcel boundary, then separate the wall repair from dock work, drainage changes and access through the yard.

For Cocoa Village and Indian River Drive properties, the first useful document is a survey paired with the city boundary map. Cocoa says addresses outside its mapped districts may be in unincorporated Brevard or a neighboring city. Confirm that boundary before opening a permit application. Inside the city, Citizenserve includes a Docks/Seawall category; it also handles documents, fees and inspection requests.

Look beyond the damaged cap
Photograph the wall from safe ground, including each end, the yard behind it and any outlet passing through it. Mark where soil has settled, joints have opened or paving has moved. Ask the assessor to explain what caused the visible damage and what evidence supports a repair rather than replacement.
Cocoa Village: keep the storm history in perspective
Cocoa documented Indian River storm-surge flooding on eastern Harrison Street during Hurricane Irma. Its report estimated $1.718 million in damage to Riverfront Park’s dock and related structures. That is a public waterfront loss, not a private seawall price guide. City of Cocoa Hurricane Irma After Action Report
The subsequent boardwalk project moved the walkway over land and used concrete rails and a fiber-reinforced sidewalk. For a private property, the useful question is whether the proposed layout reduces conflicts between the wall, dock and upland improvements. Indian River Drive: identify the outlet and utility route
Cocoa announced $4.7 million for baffle boxes at Indian River Drive outfalls in July 2026. Before altering a pipe, ask who owns it and what access must remain. The funding announcement does not establish that an outlet beside your property has been rebuilt. City of Cocoa secures more than $7 million in State Funding, July 20, 2026
North of Dixon Boulevard, the city’s Zone J sewer page lists addresses in a planned conversion area. Confirm current status before designing excavation or finished paving over a possible utility route. The page still labels the project Design. Indian River Lagoon Septic to Sewer (Zone J)
Do not price a seawall permit as a garden wall
Cocoa’s January 2026 schedule lists a $25 application fee and $150 plan review, plus valuation-based charges outside its flat-fee categories. Docks/Seawall is separate from the retaining-wall category. Obtain an itemized estimate for the full scope. Cocoa Building and Permitting
Identify a pipe before pricing its relocation
Mark the pipe on the survey and ask who owns it. Get the relevant public or private drainage record before a proposal includes moving, sealing or connecting to it. Nearby city outfall work is a separate scope.

What could the work cost?
Compare the same wall length, investigation, demolition, drainage scope and yard restoration in every quote. Separate dock alterations, access protection and engineering. A public-project budget cannot tell you what your residential wall should cost.
Published contractor estimates for early planning. Each price keeps its original area and scope; your written quote confirms the full cost.

Give each bidder the same records so differences in scope are visible.
Search the wall’s history
Citizenserve covers permits issued after March 1, 2021. Ask Building for older permits, drawings and inspection records when the wall predates that search.
Choose the correct property type
Cocoa directs condos, apartments, multifamily properties and businesses to the commercial application. Confirm the classification before paying or uploading plans.
Agree on inspection and restoration
List required inspection stages, uploaded reports, debris removal and final landscaping in the scope. Check the portal’s current inspection windows before booking access.

Cocoa project questions
Is a Cocoa address always inside city limits?
No. Use Cocoa’s boundary map and confirm the parcel with Planning. If it lies outside the city, Brevard County or another municipality may handle local review. A postal address or utility bill does not replace that check.
Cocoa Planning and Zoning FAQs: Is my property in the City of Cocoa?
What does a Cocoa seawall permit cost?
The city’s 2026 schedule includes application, review and valuation-based components. Request a calculation for your complete scope. Do not use the $75 retaining-wall category as the total for a Docks/Seawall project.
Does no online permit result mean the wall was unpermitted?
No. Cocoa’s online search covers permits issued after March 1, 2021. Ask for earlier records using the parcel ID, address and approximate construction date, then compare the approved drawings with what exists.
