Buying a Brevard Waterfront Home: Seawall Checks

During due diligence, find out what you are buying, what was authorized and what condition has actually been assessed. Keep the seawall separate from assumptions about the house.

Prepare your property notes

Match the parcel to the right record system

Cocoa says its online search covers permits issued after March 1, 2021. Titusville’s online records begin in 2012, with older files requested through the Building Department. An empty search can mean the record is elsewhere.

For Merritt Island, start with the county parcel and BASS. For Cocoa Beach, ask Development Services for the approved scope and final signoff. Use the complete records checklist.

A recent-looking wall can still leave three questions

What was authorized?

Match the permit and revisions to the wall shown on the survey. Keep the final inspection record with the approved scope.

What was examined?

Read the inspection agreement and report limits. A home inspection, a repair quote and a structural evaluation answer different questions.

What might you need to fund?

Request a written scope for unresolved work before relying on a credit. Ask your transaction adviser how outstanding findings fit your agreement and deadlines.

What does the inspection include?

Ask whether the inspection covers the seawall, dock and lift and whether submerged or concealed components are excluded. Request findings tied to wall segments, with access limits and further investigation clearly listed.

A photo of a new cap does not establish the condition of the panels or anchors behind it. Ask who can assess the unresolved structural questions and what report you will receive.

Confirm ownership and allowed use

Brevard’s seawall/dock affidavit makes the applicant responsible for title. Compare the survey and property documents with the dock footprint, wall returns and any shared access.

For a property beside Thousand Islands or another conservation area, do not assume adjacent managed land can support a future construction route. Ask the relevant owner or agency about access.

Price the unresolved work before relying on a credit

  • Obtain a written scope supported by the assessment.
  • Separate inspection, design, permits, access, construction and restoration.
  • Identify allowances for conditions that were not inspected.
  • Check whether the proposed method is feasible under the shoreline rules.

Use the quote planner to organize actual prices. A public shoreline project budget is not a substitute for a residential proposal.

What should remain in your closing file?

Keep the survey, approved plans, final inspection record, assessment, estimate and written responses to unresolved questions. Ask your transaction advisers how these findings affect your own deadlines and agreement.

No universal wall-height rule or expected remaining service life is assigned by this website. The property-specific evidence should drive the decision.
