Brevard Waterfront Property Manager Guide
Use one record structure across properties while keeping each parcel’s jurisdiction, shoreline conditions and approvals separate.
Create a parcel-by-parcel shoreline register
| Field | Why it belongs in the register |
|---|---|
Parcel and jurisdiction | Routes applications to the correct city, county or Port authority. |
Waterbody and wall segments | Distinguishes canal, lagoon and ocean exposure. |
Last assessment and limits | Shows what is known and what remains unexamined. |
Permit and final records | Connects authorized work with completion. |
Responsible contact | Names who can approve access, cost and follow-up. |

Route the concern before ordering work
| Incoming concern | Useful next action |
|---|---|
A new opening beside a private wall | Restrict access as appropriate and request a property-specific professional assessment. Preserve the observation and follow-up in that parcel’s file. |
A blocked public street drain | Record the exact location and report it to the responsible public office. Keep the office’s response separate from any private-wall work order. |
An old permit without closeout | Ask the issuing authority for the remaining record and clarify the status before representing the work as final. |

Keep the portal instructions current
Rockledge now directs new applications to SmartGOV. Cocoa uses Citizenserve and Cocoa Beach uses OpenGov. A saved link or old contractor instruction can send a new project to the wrong system.
For records, retain the original permit number even if the city’s current intake portal has changed.

Route a concern to the right owner
A private wall defect, public outfall problem and canal obstruction need different contacts. Cocoa Beach’s Stormwater office accepts street-drain and canal-obstruction reports; that does not transfer private-wall responsibility to the city.
Keep the report, response date and next action together. Escalate unsafe access or new movement promptly to the appropriate professional.
Ask providers for comparable deliverables
- Use a property-specific scope and access plan.
- Identify which findings support the recommendation.
- Separate routine monitoring, investigation and repair work.
- Require written authorization for changed conditions and extra costs.
- Set out final record and restoration responsibilities.
The quote checklist can support comparison without assuming that every property has the same rate.
Close the administrative loop
Collect final inspections and any required as-built or professional completion records. Update the register when a drain, wall segment or access arrangement changes.
County surface-water approval includes ongoing maintenance expectations. Assign the responsible party and keep the approved plan available for future providers.
