Seawall Insurance Questions for Brevard Owners

By Brevard SeawallUpdated: 2026-10-26

The answer comes from the policy and the cause of loss. A waterfront address, storm name or covered house does not establish seawall coverage.

What does the standard flood policy exclude?

FEMA’s published appeal guidance applies the Standard Flood Insurance Policy exclusion for seawalls, bulkheads, piers and docks. Do not treat coverage on the home as coverage on every waterfront structure.

The exclusion should not be confused with a covered building’s foundation support. Ask the insurer to identify the property classification and exact policy language used in its decision.

What should you ask about a private policy?

  • Which policy form and endorsements were in force on the loss date?
  • Is the wall scheduled property, an excluded structure or treated under another provision?
  • How does the policy distinguish flood, wave action, erosion, wear and other causes?
  • What documentation, notice and proof-of-loss deadlines apply to this claim?

Request the response in writing. This guide does not interpret a private contract or establish a claim deadline.

Keep three questions separate

Coverage questions to put to the insurer
QuestionDocument or answer to request
Is this structure insured?
The policy form, property description and applicable endorsements.
Is the reported cause covered?
The written cause-of-loss assessment and cited exclusion, if any.
What amount is payable?
The estimate, deductible, limits and any depreciation or other adjustment.

The NFIP lists seawalls as excluded outdoor property. A building’s foundation is a separate classification; ask the insurer to explain which one applies rather than relying on the word “wall.”

Keep the loss record and condition record together

A Brevard storm record can show that an event occurred; it does not prove the condition or cause at one parcel. Keep dated before-and-after photographs, assessment findings and the description of any emergency work.

Store the survey and approved wall plans separately from your building elevation certificate. Ask the professional to identify unresolved concealed conditions in the report.

Approval to repair is a different decision

County or city approval addresses the work, not insurance payment. Cocoa Beach’s final-inspection process and Brevard’s surface-water closeout requirements can leave records useful to future owners even when a claim is denied.

Use the permit guide and records checklist to track that work independently of the claim.

What if the decision is unclear?

Ask for the written determination and the cited policy sections. Keep any review or appeal instructions from the insurer or the applicable program. A qualified insurance adviser or attorney can help interpret a disputed contract.

Avoid signing a repair scope that assumes reimbursement before you understand the written coverage decision.

Where can you get help with an unclear answer?

First request the insurer’s written explanation and keep your communications. For a policy purchased in Florida, you can use Florida DFS Consumer Services or call 1-877-693-5236.

Prepare the insurer name, policy and claim numbers, loss date, declarations page and supporting correspondence. DFS can seek an explanation and review compliance; it does not act as your adjuster or decide the amount owed. Keep any NFIP appeal instructions and policy deadlines on a separate calendar.

Questions that often come next

Does a flood policy mean the seawall is covered?

No. NFIP guidance lists seawalls among excluded outdoor property. Read the actual policy and endorsements for any other coverage you have, and ask for a written explanation tied to the structure and reported cause. A policy on the home is not automatic coverage for every waterfront improvement.

Does a repair estimate prove what caused the damage?

A price shows proposed work and assumptions. Ask the person assessing the loss to explain the evidence for the cause and identify any limits. Keep the estimate, condition findings and the insurer’s explanation as separate documents.
