Seawall repair in Rockledge
On Rockledge’s established riverfront, reaching the wall can shape the project as much as the repair itself. Compare access, drainage and restoration details before choosing a material or accepting a quote.

The National Park Service describes Rockledge Drive as a narrow two-lane road along the Indian River, with mature trees and established landscaping. Its historic residential areas also include Barton Avenue and Valencia Road. A contractor should inspect the actual route from street to shoreline, then explain where equipment, removed material and temporary protections will go.

Make access part of the design brief
- Measure the usable side-yard route and identify gates, trees, buried services and paving.
- Show where equipment would stand and whether adjoining land or public right-of-way is involved.
- Ask whether a water-based approach is feasible and what permissions it would need.
- Put tree protection, cleanup and final restoration into the written price.
A narrow route does not automatically require a barge. Ask for the contractor’s proposed method for this property and compare it with any alternative before paying for mobilization.
Coquina is local context, not a soil report
The city’s redevelopment plan connects the Rockledge name to coquina ledges along the Indian River. That does not establish the ground conditions under your wall. Ask what investigation supports the proposed footing, embedment or repair detail. Rockledge Community Redevelopment Plan Update, December 2012
Check the drainage connection at the same visit
Rockledge’s FY2019 report lists both a lift-station seawall repair and reconstruction of an Irma-damaged master headwall outfall. For your site, document pipes, outlets and adjacent structures before agreeing to a wall-only scope. Confirm ownership before changing a connection. Use SmartGOV for new permit work
Rockledge has moved new applications to SmartGOV. The previous BS&A route is not the place to start a new application. Keep the permit number and approved drawings accessible throughout the job. Rockledge Building Division and SmartGOV Portal
The city’s fee page lists a $60 minimum and, through $50,000 valuation, $20 plus $7.50 per $1,000 or fraction. Applicable plan review, surcharges and other charges are additional; ask for the complete assessment. Rockledge Building Department Fee Schedule Rockledge Building Department Fee Schedule
Make the access allowance specific
Land route
Show gates, turns, surfaces and structures that equipment would pass. Identify any temporary removal and restoration.
Water route
Ask for the vessel route, working space and staging permissions. A waterfront location alone does not establish a usable construction route.
What could the work cost?
Request separate prices for investigation, structural work, access, drainage and restoration. Describe what happens if concealed damage changes the scope. A low total that excludes tree protection or replacing removed paving is difficult to compare with a complete proposal.
Published contractor estimates for early planning. Each price keeps its original area and scope; your written quote confirms the full cost.

Close the job as carefully as you open it
Agree on records and responsibilities before the first delivery reaches the property.
Check the contractor’s city registration
Rockledge requests insurance and license documents for registration. Verify the current license scope separately; portal access alone does not establish suitability for every marine repair.
Reserve inspection access
Requests can use SmartGOV or the inspection line, which closes at 4 p.m. the preceding business day or when full. Name the person who will provide access.
Collect the final approval
Ask for the passed final inspection and closed permit record. Rockledge lists a $100 charge for failing to call for a final inspection.
Organize a Rockledge waterfront assessment
Include safe damage photos, the survey and a clear picture of the equipment route from the street.
Help understanding the problem, comparing options and planning the right repair.
Rockledge project questions
Which permit portal should a Rockledge contractor use?
Use SmartGOV for new applications. The city says its previous BS&A portal no longer accepts them. Call permitting at (321) 221-7540, option 2, if an older record or account cannot be found.

Does a Rockledge Drive property always need water access?
No. The historic road and landscaping make access worth investigating, but they do not decide the method for every parcel. Ask the bidder to show the proposed route, staging area, permissions and restoration before accepting an access allowance.

Are the posted building fees the whole permit cost?
No. The schedule describes base charges, with plan review and other fees when applicable. Rockledge determines the final amount after evaluating the application. Request an itemized assessment for the actual seawall and any associated dock work.
Keep planning
